The Autorité de Contrôle des Nuisances Aéroportuaires (ACNUSA) is responsible for monitoring all measures to combat the nuisances generated by air transport and the airport sector.
ACNUSA can issue recommendations on any issue relating to environmental nuisance at and around airports. It also has a duty to provide information and transparency, particularly to local residents.
In addition to its jurisdiction over all civil airports, it has specific powers over 14 major hubs, and the power to impose sanctions on airlines.
The extension of ACNUSA's remit to include air pollution took effect on November 1, 2010.
By law, the Authority can issue recommendations on any issue relating to the environmental nuisance generated by air transport on and around airports. It takes note of information and proposals put forward by all parties concerned by air pollution linked to the operation of aerodromes. It is also consulted by the authorities responsible for drawing up regional climate, air and energy plans (SRCAE) or atmospheric protection plans (PPA), for territories impacted by a major airport.
It is important to note, however, that ACNUSA's remit concerns environmental nuisances on and around airport platforms, and consequently the issue of local air quality. Climate change and greenhouse gas emissions are not part of the Authority's remit.
