Appointed by the French Ministry of the Environment, the LCSQA (Laboratoire Central de Surveillance de la Qualité de l'Air) is responsible for the technical coordination of air quality monitoring in France.
The LCSQA is the result of a strong collaboration between three partners whose professions complement each other to ensure this coordination: the Institut National de l'Environnement Industriel et des Risques (INERIS), the Laboratoire National de Métrologie et d'Essais (LNE) and the Ecole Nationale Supérieure Mines-Telecom Lille Douai (IMT Lille Douai). The LCSQA has been set up as a Groupement d'Intérêt Scientifique (GIS), enabling its three members to confirm the relevance of this mode of operation, which is both reactive and adaptable to needs, without the cost of its own structures.
Initially created to provide scientific and technical support to public authorities and the Associations Agréées de Surveillance de la Qualité de l'Air (AASQA), while contributing to the development, modernization and harmonization of monitoring networks, the LCSQA is now the national reference body required by European directives. Its missions are defined in the decree of April 19, 2017 on the national ambient air quality monitoring system.
